The best and most customizable freeware graphics program alive. As a Graphic Arts teacher I have built most of my curriculum around projects that use this gem.

The best open source vector editing software available. The interface is heavily inspired by Corel Draw and can take some getting used to, but the power is undeniable.

Software to view and convert graphics files. Free graphic viewer and photo viewer. Supports more than 200 graphics formats (even some rare ones), and runs on many platforms.

Resource Hacker is a advanced freeware utility to view, modify, add, delete and extract resources in 32bit Windows executables. It incorporates an internal resource script compiler and decompiler and works on Windows operating systems. Cursor, Icon, Bitmap, GIF, AVI and JPG resource images can be viewed. WAV and MIDI audio resources can be played. Menus, Dialogs, MessageTables, StringTables, Accelerators, Delphi Forms, and VersionInfo resources can be viewed as decompiled resource scripts. Menus and Dialogs can also be viewed as they would appear in a running application. Resources can be saved as image files, as script files (.rc), as binary resource files (.res), or as untyped binary files (*.bin). The program is also capable of modifying, adding and deleting resources.

Remember MS paint. Paint.net is the open source version with nice extras like layers and transparency.

Awesome paint program. Especially nice in how it simulates the textures of the media. It works especially nice with a Wacom Graphire.

IrfanView is a very fast, small, compact and innovative FREEWARE (for non-commercial use) graphic viewer for Windows. Supports lots of file formats, and has some basic image editing /manipulation features as well.

Free Painting and Animation Software for PC by Dan Ritchie for people who love to Draw, Sketch, Animate and paint, but without the costly mess, the occasional spills or the funny fumes (sorry).

Project Dogwaffle is a freeware version of the paint & animation program Project Dogwaffle and PD Pro Digital Painter, developed by Dan Ritchie.

PixelToolbox is a complete tool to design and create patterns, wallpaper tiles, icons, and cursors for the Windows desktop. It provides a wide array editing tools, including advanced options like warping, gradients, selective fill, added text and others. Depending on your project, the workspace is automatically customized for the job.

LiquidIcon is a fully-featured icon editing program with features such as icon extraction, multi-icon resource creation, cursor creation, and multiple built-in graphics effects. The program comes with standard graphic editing capabilities (fill, pencil, selection etc.) and you you can also capture an icon size snapshot from anywhere on your screen, allowing you to further edit and customize it to create your own, unique icon designs. For a long time, Serif has given away previous versions of their software to entice users to purchase the current version. Currently you can download a completely free, fully-functional version of PhotoPlus 6. PhotoPlus 6 features an export optimizer, editable text, image slicing and image maps, selection tools, smart shapes, third-party plug-in support, red-eye removal tool, and photo enhancement tools. PhotoPlus 6 works on Windows 95, 98, 98 SE, 2000, NT4, and XP.

ImageForge is a freeware image editor with painting and editing tools. Allows you to import images from scanners and digital cameras, apply special effects filters, and create photo albums and slideshows. Although this is teaser program for the shareware ImageForge PRO, it's probably a few steps above Microsoft Paint.

Ultimate Paint is available in both shareware and freeware versions for image creation, viewing, and manipulation. It has been designed to be fast and compact, and if you're familiar with the old Deluxe Paint program from Electronic Arts, Ultimate Paint is said to be very similar. The freeware version is an older release of the full-featured shareware product.

Pixia is the English version of a popular free painting and retouching software that originated in Japan. It features custom brush tips, multiple layers, masking, vector- and bitmap-based drawing tools, color, tone, and lighting adjustments, and multiple undo/redo. Like many freeware editors, there is no support for saving GIF format. Pixia is also available for many other languages. Pixia works with Windows 95, 98, Me, NT4, 2000, and XP.

Although it's fairly limited in features, PhotoFiltre offers a simple, but elegant user interface and a lot of one-click image adjustments, filters, and effects. There is a built in image explorer panel for visually navigating your file system, basic drawing, painting, retouching and selection tools, and batch processing capabilities. It does not offer layers or transparency support. PhotoFiltre is free for private, non commercial or educational use (including non-profit organizations).
